Method
Make the pastry: in a heavy bowl, mix the plain flour (maida) with part of the salt. Pour the melted ghee all over the flour. Now the moyan step: rub the fat into the flour with your fingertips for 5 minutes, until the mixture looks like damp sand that clumps when you squeeze it.

Inject hyper-chilled water incrementally. Knead with authority to develop a semi-soft structure (functionally softer than a samosa casing, yet significantly more rigid than chapati dough). Shroud the mass under a damp towel for a mandatory 30-minute relaxation phase.
Make the filling: heat a small amount of oil gently in a frying pan. Add the cracked fennel, crushed coriander seeds and asafoetida. Let them sizzle for 10 seconds.

Introduce the gram flour (besan). Impose a relentless, ultra-low heat dry-roast for exactly 2 minutes until it projects a toasted, aromatic profile and deepens in hue.

Tip the ground, dried dal into the pan and fold it through. Add the chilli powder, cumin powder, amchur, garam masala and the rest of the salt.
Pan-roast the mixture patiently over the lowest heat for 10-12 minutes. It has to dry out completely: the filling should end up a fragrant, crumbly powder. Turn off the heat, let it cool, and press the mixture into firm balls the size of a marble.

Shape the pastry: pinch off a lemon-sized piece of the rested dough. Without a rolling pin, use your fingers to flatten it into a 3-inch round, keeping the centre thick and the edges very thin.
Set a ball of filling in the middle. Gather the thin edges up over it in overlapping pleats and pinch the top firmly to seal it. Twist off and discard any excess dough. Press down with the heel of your hand to flatten the ball into a compact 2.5-inch disc.
For frying, pour oil into a deep kadhai. It should be just barely warm, not hot.
Submerge the raw kachoris. They will sink inertly to the base. Impose an absolute zero-contact policy.
After 5-7 minutes the steam inside brings them floating up to the surface. Raise the heat slightly, to medium-low. Keep frying for a long 10-15 minutes, turning them regularly, until the outside is hard, blistered and deep golden.

Evacuate onto heavy culinary absorbents and present immediately.
How to tell it's done
A formidable, rock-hard, flaky, and beautifully golden outer crust that shatters loudly to reveal a highly spiced, dry, sandy lentil interior.
Getting it right
Tip
Frying in extremely low-heat oil is the ONLY way to get a flaky, blister-free 'Khasta' (crisp) crust. If the oil is hot, they will remain soft like a puri.
What to serve it with
Crush the top of the kachori, fill it with whisked sweet yogurt, spicy green chutney, sweet tamarind chutney, and fine Sev.
