No inactive time; dissolve the coffee first so the cold drink blends smooth and frothy.
Method
In a small bowl, mix the instant coffee powder, sugar, and warm water. Stir briskly until the sugar dissolves and the mixture is frothy.
Take tall serving glasses. Drizzle the chocolate syrup randomly along the inner walls of the glasses. Keep them in the freezer for 5 minutes so the syrup sets.

In a blender, pour the chilled full-fat milk, the prepared coffee decoction, ice cubes, and vanilla ice cream.
Blend on high speed for about 30-40 seconds until the mixture becomes extremely thick, creamy, and develops a rich foam on top.

Remove the decorated glasses from the freezer. Pour the blended cold coffee into the glasses, holding back the foam with a spoon.
Spoon the thick foam evenly over the top of the glasses.
Top the glasses with vanilla ice cream.
Lightly dust with cocoa powder or drizzle a few drops of chocolate syrup.
Serve instantly with a thick straw.
