Method
In a separate bowl, stir the sugar into the warm water. Keep stirring until the sugar has dissolved completely into a thin syrup. Keep it warm.
Drive the ghee to a steady melting point in a heavy-walled kadhai locked to a low-medium flame. Directly introduce the water chestnut (singhara) flour into the fat.
Commit to an uninterrupted, aggressive roast for 6-8 minutes. The starch must transition to a profound sandy brown, projecting an unmistakable toasted nut aromatic profile. Abandonment during this phase guarantees instantaneous scorching.

Turn the heat down as low as it will go. Pour the warm syrup into the hot flour in a slow, steady stream, whisking hard with your other hand at the same time so no lumps can form.
The mixture will thicken very fast, turning into a glossy, gelatinous mass in only 2-3 minutes. Quickly fold in the cardamom powder.

Push the cook just until the unified dough ball utterly rejects the pan's metallic borders, pulling away cleanly.
Turn off the heat at once. Tip the heavy, sticky mass straight onto the greased tray. Using a greased spatula, press it out into an even, level layer.
Scatter the chopped almonds and pistachios over the surface, pressing them lightly into the barfi so they stay put.
Leave it to set at room temperature for a full 30 minutes. Once it is firm, cut the slab into neat diamonds or squares with a knife.
