You'll need: Stovetop.
Method
Heat the oil in a pot over medium flame. Add the finely minced garlic and sauté for exactly 15 seconds until aromatic. Do not let it turn brown.

Pour the water (or vegetable stock) into the pot. Add the salt, white pepper powder, and soy sauce. Bring to a rolling boil.
Reduce the heat slightly. Give the cornflour slurry a quick stir and pour it into the soup.
Keep stirring the soup continuously until it becomes thick and glossy (about 2 minutes).

Create a 'whirlpool': Use a ladle to stir the soup steadily in a circle in one direction.
While the soup is moving, slowly drizzle the beaten eggs in a very thin stream into the vortex. The eggs will cook instantly into silken ribbons.
Turn off the heat immediately. Do not over-stir or the ribbons will break into a mushy cloud.
Garnish with the freshly chopped spring onion greens and serve.

Ensuring the soup is gently thickened with cornflour BEFORE adding the eggs is what gives the egg ribbons their suspended, beautiful silken texture.
