Method
Work the mutton hard in a bowl with the sliced onion, raw mustard oil, turmeric, garam masala, whole peppercorns, dried red chillies and salt.
Transfer this raw marinated mixture into a heavy-bottomed pot (traditionally a clay handi). Bury the entire, thoroughly washed, whole garlic head right in the center of the meat.
Cover the pot tightly (seal with dough if possible). Cook on extremely low heat for 35-40 minutes. The meat will slowly cook in its own juices, the melting onions, and the pungent mustard oil. Do not add water.

Once the mutton is intensely fragrant, deeply colored, and meltingly tender, unseal the pot. The onions should have vanished into a thick, rustic gravy.
Add the soaked basmati rice gently over the cooked meat. Pour just enough boiling water to cook the rice perfectly. Do not over-stir to avoid breaking the intact garlic head.
Cover and simmer until the rice is fully cooked and the moisture has evaporated completely.
To recreate the authentic earthen-oven aroma: Heat the piece of charcoal on an open flame until red hot. Place it in a tiny steel bowl, set the bowl carefully atop the cooked rice.
Pour a teaspoon of ghee directly onto the hot coal. As thick white smoke billows out, immediately slam the lid shut. Let it sit untouched for 10 minutes to absorb the deep campfire smokiness.

Remove the coal bowl, gently fluff the rustic pulao, and serve.

Getting it right
Tip
The roasted whole garlic is the prized gem of this dish. When eating, squeeze the soft, buttery, sweet, meat-flavored garlic cloves directly out of their skins and mix them with the rice.
What to serve it with
Serve straight from the pot with raw onion rings, green chillies, and wedges of lemon. Needs absolutely no other side dish.
