Method
Prepare the Stuffing: In a small bowl, combine roasted besan, coriander powder, cumin powder, fennel powder (saunf), amchur, turmeric, red chilli powder, garam masala, and salt.
Add a portion of the raw mustard oil to the dry spice mix. Rub it with your fingers to bind the spices slightly. It should resemble wet sand.
Take each slit okra and gently prize it open. Stuff the dry masala generously inside the cavity. Press gently to seal. Repeat for all okra.
Heat the remaining mustard oil in a wide, flat-bottomed pan on medium heat until it smokes slightly. Lower the heat.
Carefully place the stuffed bhindi in the pan in a single layer. Do not overcrowd.
Cook on low-medium heat for 3-4 minutes, then use a pair of tongs to gently turn each bhindi so it cooks evenly on all sides.

Do not cover the pan with a lid, as trapped steam will make the okra soggy and slimy.
If you have any leftover stuffing masala, sprinkle it over the okra during the last 2 minutes of cooking.

Cook until the okra is completely tender, slightly shriveled, and the skin has dark, roasted spots (about 12-15 minutes total).

Turn off the heat and serve hot.

Tip
Adding fennel powder (saunf) and amchur to the stuffing is what differentiates a robust Punjabi Bharwa Bhindi from a regular dry okra fry. It adds a distinct 'pickled' (achari) aroma.
