No inactive time; the 40 minutes is an uncovered simmer that cooks the chicken and reduces the sauce at once, so it wants an occasional turn rather than leaving alone.
Method
Mix the gochujang, gochugaru, soy sauce, sugar, garlic, and ginger into a thick seasoning paste.
Place the chicken, potato, carrot, onion, seasoning paste, and measured water in a heavy pot.
Bring to a boil over medium-high heat, stirring once so the seasoning dissolves into the liquid.
Lower the heat and simmer uncovered, turning the chicken and vegetables occasionally so they cook evenly.
Continue cooking until the chicken is fully cooked, the potatoes are tender, and the sauce has reduced enough to coat the pieces.
Taste the sauce and adjust only after it has reduced, because soy sauce and gochujang become saltier as the liquid cooks down.
Finish with sesame oil, spring onion greens, and sesame seeds, then serve hot.

The chicken should be fully cooked and tender, the potatoes soft, and the sauce glossy enough to cling to the pieces.

Cut the potatoes larger than the carrots so both finish tender around the same time.

- Use Chicken Thigh instead of Boneless Chicken for a juicier braise, adjusting only the cooking time until fully cooked.
