Method
Pulse the grated coconut, green chilli, cumin seeds and garlic if using in a small grinder. One or two short bursts only: you want a coarse crumb, not a wet paste.
Place a wide skillet over medium heat and warm the pure coconut oil. Drop in the mustard seeds and stand back, allowing them to crackle and jump in the hot fat.
Instantly follow with the urad dal, the broken piece of dried red chilli, and the fresh curry leaves. Sauté the tempering actively until the lentils toast into a light, nutty golden brown.
Tumble the finely shredded cabbage into the pan, dusting it with the turmeric powder and the salt. Toss the entire assembly relentlessly to ensure every ribbon of cabbage is lubricated by the aromatic coconut oil.
Cap the skillet with a tight-fitting lid and reduce the flame to low. Braise the cabbage in its own trapped steam for 5-6 minutes. Introduce absolutely no external water. Uncover and stir the pan once at the halfway mark to prevent sticking.

Once the cabbage has surrendered its raw bite but retains a definitive, snappy crunch, use your spatula to hollow out a small crater in the exact center of the vegetable mass.
Deposit the coarsely pulsed coconut-spice crumb directly into this central well. Immediately use the spatula to bury the coconut under the hot, steaming cabbage from the perimeter of the pan.
Reseal the pan with the lid and leave it undisturbed on low heat for exactly 2 minutes. This targeted steaming rapidly cooks the raw garlic and blooms the essential oils locked inside the fresh coconut.

Uncover the pan and stir briskly over medium heat for a final minute so the coconut mixture is spread evenly through the cabbage.
Take the pan off the heat and serve.
